1. Building Plan Approval
Prior to commencing construction work, renovation work, alterations to existing structures (adding extensions/modifications), approval for building (residential/commercial) plans must be obtained from the local authority.
Upon completion of construction work, a Certificate of Conformity (COC) must be obtained before occupying the relevant premises.
2. Required Documents
- Correctly completed Building Plan Approval Application Form
- Survey plan of the relevant land - along with 02 certified copies
- Deed copy of the relevant land - if the deed was registered after 2020, the Provincial Revenue Department seal must be affixed
- 03 copies of the building plan - for residential/commercial buildings exceeding 3000 square feet, certification by a Chartered Engineer is required
- Land suitability certificate obtained from the National Building Research Organisation (NBRO)
All approvals will be carried out under the Urban Development Authority Act for the 11 Grama Niladhari divisions declared as Urban Development Areas by Extraordinary Gazette No. 2416/10 dated 2024.12.24, and under the Housing and Town Development Ordinance for all remaining Grama Niladhari divisions.
3. In Cases Where Approval Has Not Been Granted
Issuance of building boundary and non-encroachment certificates, and water certificates will not be carried out.

The registration fee for building plan approval is charged based on the square footage.
